Tracking licences and certifications

Held and current, held and lapsing, and not held at all. The third is the one a surveyor asks about and the one a list of expiry dates cannot show you, so the team screen shows a row per person per required credential — including the ones nobody has uploaded.

Credentials live in the staff member's own wallet: she adds the licence and the document, and her employer's copy follows. A manager marks that she has seen and accepted it. Nobody but the holder can change an expiry date, which is the point.

A credential blocks an assignment only when you have declared it required for that role. Until then it is tracked and warned about, not enforced.
